PRINCIPAL PLAYERS IN GOVERNMENT PROCUREMENT

An ENGINEER is a person who knows a great deal about very little and who
goes along learning more and more about less and less until finally
he/she knows practically everything about nothing.

Now, and AUDITOR is born certain of everything.  Figures don't lie and
hindsight is truth.  So he/she never learns anything about anything.

A LAWYER on the other hand is a person who knows very little about many
things and keeps learning less and less about more and more until he/she
knows practically nothing about everything.

A BUYER starts out knowing everything about everything but ends up
knowing nothing about anything due to his association with engineers,
auditors, and lawyers.

A CONTRACTING OFFICER is a buyer in the final stages of deterioration
who is so thoroughly confused about not knowing anything about anything
that his/her sole remaining accomplishment is his/her ability to sign
his/her name.
